1. Alhamdulillah, syukur ke hadrat Allah S.W.T dan tahniah kepada para graduan, class of 2014, kerana berjaya menggenggam segulung ijazah yang sangat bernilai.

2. Kejayaan yang diraikan para graduan pada hari ini juga adalah hasil dari pengorbanan dan doa ibu – bapa demi memastikan anak – anak mereka berjaya dengan cemerlang. Kepada para graduan, jangan sesekali melupakan pengorbanan ibu bapa dan para pensyarah.

3. Kejayaan menyempurnakan Konvokesyen Universiti Selangor kali ke 9 membuktikan UNISEL berjaya mendidik serta meningkatkan kebolehpasaran graduan untuk menjadi teras kepada pembangunan negara dan masyarakat.

4. UNISEL ditubuhkan dengan moto ‘shaping society’, sebagai wahana pembentukan masyarakat. Namun begitu, dalam kemajuan dan perkembangan teknologi pada hari ini, apakah bentuk masyarakat yang mahu kita bangunkan ?

5. Setiap agenda pembangunan masyarakat perlu berteraskan falsafah pembangunan yang jelas. Sebagai contoh, Universiti Stanford memilih kebebasan (freedom) sebagai teras kepada falsafah universiti. The winds of freedom blows yang digarap oleh David Starr Jordan, pengasas Stanford, membuktikan bahawa komitmen untuk menjadikan kebebasan sebagai teras pembangunan universiti telah berjaya menjadikan Stanford sebagai salah sebuah universiti yang terulung di dunia.

6. Bagi negeri Selangor, saya yakin UNISEL perlu menjadikan prinsip keadilan sebagai teras pembentukan masyarakat yang adil, a just society. A just society towards a just nation.

7. Masyarakat yang adil adalah sebuah masyarakat yang bertunjangkan tiga ciri utama ; equity, diversity, democracy. Ini selaras dengan gagasan untuk membangun negeri Selangor sebagai sebuah Negeri Pembangunan, yang mana pembangunan bukan sahaja dilihat daripada lensa pertumbuhan ekonomi, tetapi juga dilihat daripada perspektif keadilan sosial.

8. Ini menuntut satu anjakan paradigma dalam pendidikan negara khususnya pendidikan tinggi. Umumnya pendidikan tinggi moden telah memisahkan mahasiswa dan realiti masyarakat. Maka adalah menjadi tanggungjawab kita untuk menjalin semula dunia akademik dengan masyarakat sekeliling.

9. Keberanian intelektual (intellectual courage) mestilah seiring dengan keberanian moral (moral courage). Hanya dengan keberanian dan keinginan yang tinggi akan menjelmakan kreativiti dan inovasi yang akhirnya membawa kepada kejayaan sesebuah institusi pendidikan tinggi.

10. Kerajaan Negeri Selangor beriltizam membangunkan UNISEL sebagai hub kesarjanaan dan pusat kecemerlangan ilmu dalam penyelidikan dan pembangunan (R&D), pembangunan sains, teknologi dan inovasi serta penerbitan.

11. Untuk melaksanakan hasrat dan cita – cita ini, kerajaan negeri akan terlibat secara langsung dalam program penterjemahan beberapa karya antarabangsa. Gerakan penterjemahan ini adalah strategi keilmuan serta kebudayaan yang dilalui oleh tamadun Islam yang mencetuskan The Baghdad Enlightenment – Pencerahan Baghdad di abad ke-10.

12. The enlightened caliphs, khalifah – khalifah pencerahan yang mengasaskan Darul Hikmah – the House of Wisdom – giat menterjemahkan karya – karya falsafah dan sains dari Greek purba kepada bahasa Arab yang membawa kepada kejayaan tamadun Islam yang menyinarkan dunia.

13. Keberanian untuk menjadi bijak ; Sapere aude, yang dilaungkan Immanuel Kant ditekankan oleh John Henry Newman pada 1854 dalam suatu syarahan yang berjudul The Idea of University. Bagi Newman, sebuah universiti bukan sahaja tempat untuk menyampaikan maklumat akan tetapi sebagai sebuah taman ilmu, buat para pelajar meresapi “the graces and accomplishments of a higher form of life.

14. Pensyarah dan mahasiswa seharusnya merancakkan wacana serta perbincangan demi mengungkapkan kebenaran. Perkembangan komuniti intelektual hanya dapat dicapai apabila universiti mengamalkan kebebasan akademik. Ini sejajar dengan pesan Al Quran, Surah Al Zumar ayat 9 :

15. Bagi membudayakan tradisi keilmuan di kalangan masyarakat, Kerajaan Negeri telah memperuntukkan sejumlah RM 60 juta bagi tujuan membaik pulih asrama UNISEL dan sistem pembentungan di Kampus Bestari Jaya bagi menjamin suasana pembelajaran yang kondusif. Bagi tujuan pembangunan ICT, satu peruntukan sebanyak RM 2.65 juta khas untuk UNISEL turut diluluskan oleh Kerajaan Negeri bagi menaiktaraf sistem rangkaian komputer.

16. Sementara saya komited untuk menjadikan pendidikan sebagai teras pembangunan negeri, saya cukup memahami keperluan kewangan yang diperlukan untuk membiayai pendidikan anak – anak dari desa dan keluarga berpendapatan rendah. Justeru, mulai tahun 2015, Kerajaan Negeri akan memperuntukkan sejumlah RM 10 juta setahun untuk Tabung Biasiswa Pelajaran khusus untuk pelajar UNISEL yang datang dari keluarga berpendapatan rendah.

17. Pada masa yang sama, Kerajaan Negeri juga memperkenalkan Dana Bantuan Sara Diri khas untuk mahasiswa UNISEL dengan peruntukan berjumlah RM 12 juta sebagai bantuan sebelum mereka mendapat pembiayaan pendidikan seperti pinjaman PTPTN.

18. Kerajaan Negeri juga akan meneruskan Tabung Kumpulan Wang Biasiswa Negeri Selangor berjumlah RM 10 juta yang memberikan kemudahan pinjaman boleh ubah (convertible loans) kepada pelajar cemerlang di Selangor.

19. Program Hadiah Anak Masuk Universiti di bawah program Merakyatkan Ekonomi Selangor (MES) sebelum ini akan diteruskan dengan peruntukan sebanyak RM 8 juta, khusus kepada pelajar Sarjana Muda dan Diploma dari keluarga yang berpendapatan kurang RM 3,000 sebulan. Setiap mereka akan menerima RM 1,000 selepas mendaftarkan diri untuk tahun pertama di UNISEL.

20. Pengumuman – pengumuman ini menzahirkan komitmen kerajaan terhadap agenda pendidikan dan pembangunan modal insan di negeri Selangor. Dana yang diperuntukkan bagi tujuan pendidikan ini, bukan hanya merupakan pelaburan kerajaan demi masa depan, akan tetapi turut merupakan inisiatif permuafakatan bersama mahasiswa, para pensyarah, warga alumni dan masyarakat khususnya rakyat negeri Selangor.

21. Harapan kita, melalui permuafakatan ini, institusi pendidikan negara bebas dari belenggu barah excellence without soul seperti yang diungkapkan oleh Harry Lewis, sarjana dari Universiti Harvard. Kita berkeyakinan, UNISEL mampu melahirkan generasi muda yang mempunyai conscience , hati nurani yang mampu memberi nilai tambah dan impak positif, bukan sahaja kepada diri sendiri tetapi juga kepada keluarga, masyarakat dan negara.

Statement by Dato’ Menteri Besar Selangor – Sisters In Islam

I refer to the recent controversy concerning the issue of Sisters in Islam (SIS) seeking judicial review of MAIS’ fatwa.

After reading the statement by SIS in the media, I immediately communicated with Dato’ Seri Utama Di Raja Mufti of Selangor and raised the matter with him.

This matter was then discussed at the Meeting of Dewan Di – Raja Selangor which coincidentally was in session on November 3rd 2014 in order to get a clarification from Dato’ Seri Utama Di Raja Mufti of Selangor and MAIS.

It should be noted that I am not a member of the Fatwa Committee of Selangor and fatwas are not within the jurisdiction or purview of the office of the Menteri Besar.

From the clarification given by the Mufti and MAIS at the Meeting of Dewan Di – Raja Selangor, I proposed with the consent
of Tuanku Sultan, that the Mufti of Selangor and MAIS hold a meeting with SIS in order to avert confusion and misunderstanding.

I earnestly hope that such consultation and meeting, conducted without rancour or ill-will, would help bring about an atmosphere of harmony as enjoined by Islam.

Kenyataan Media Dato’ Menteri Besar Selangor

Saya ingin merujuk pada kontroversi mengenai isu Sisters in Islam (SIS) memohon semakan kehakiman mengenai fatwa MAIS.

Selepas membaca kenyataan SIS di media, saya telah menghubungi Dato’ Seri Utama Di Raja Mufti Selangor untuk mendapat penjelasan mengenai tersebut. Isu ini kemudiannya dibincangkan di Mesyuarat Dewan Di – Raja Selangor yang kebetulan berlangsung pada 3 November 2014 untuk mendapatkan penjelasan langsung dari Dato’ Seri Utama Di Raja Mufti Selangor dan Pengerusi MAIS.

Perlu diingatkan bahawa saya bukanlah Ahli Jawatankuasa Fatwa Selangor dan Pejabat Menteri Besar tidak berkuasa ke atas hal – hal berkaitan fatwa.

Daripada penjelasan yang diberikan Dato’ Seri Utama Di Raja Mufti Selangor dan MAIS di Mesyuarat Dewan Di – Raja Selangor, saya telah mencadangkan, dengan perkenan Tuanku Sultan, supaya Dato’ Seri Utama Di Raja Mufti Selangor dan MAIS membuat pertemuan dengan SIS untuk mengelak kekeliruan dan salah faham.

Saya benar – benar berharap dengan konsultasi dan pertemuan yang dijalankan tanpa prasangka, akan membantu untuk membawa suasana harmoni sepertimana yang dianjurkan oleh Islam.

In Azmin Ali, DAP sees a new hope and brighter future

Even as Datuk Seri Anwar Ibrahim faces a possible future behind bars, DAP’s fundraising dinner last night was full of cheer as leaders of the opposition party heralded a “new chapter” and “new hope” for Pakatan Rakyat (PR).

This hope was embodied in the new Selangor menteri besar and PKR deputy president, Mohamed Azmin Ali, whom DAP leaders said would bring the state and the opposition pact to greater heights after “nine months of turmoil” since the Kajang Move was announced.

“We’ve got a new menteri besar that is supported by all three parties in PR. We have high hopes for a fresh beginning,” said DAP secretary-general Lim Guan Eng at the dinner, which carried the theme “New Chapter, New Hope”.

Lim told some 1,000 DAP supporters at the MBPJ Civic Centre that Azmin’s handling of the seized Malay and Iban-language Bible issue, in particular, would go a long way to rebuild the confidence of the people in PR.

The Penang chief minister also proposed that Penang and Selangor work together to become model PR states.

“I suggest that we instruct our executive council members to publicly declare their assets. If Azmin agrees, we can do it together… With Penang and Selangor taking the lead, BN has no hope of taking back Selangor,” said Lim.

DAP Bukit Gasing assemblyman Rajiv Rishyakaran said in his speech that he was proud to stand with the new menteri besar, whom he said was “setting a new hope and new direction”.

“I am proud to be part of this new government. I see a big change, even though it is only 43 days of his administration,” he said.

Rajiv said one of these changes was the menteri besar’s accessibility, adding that before last month, he had never stepped into the menteri besar’s office.

“In the last one month, I’ve stepped into Azmin’s office two times. Consultation at this juncture is very important,” he said.

One of PKR’s chief complaints about former Selangor Menteri Besar Abdul Khalid Ibrahim was the latter’s tendency to make decisions without consulting others.

The party’s issues with Khalid led to the Kajang Move – a plan initiated in January to replace Khalid with PKR de facto leader Anwar as the new menteri besar of Selangor.

But PKR’s plans were foiled when Anwar was sentenced to prison for sodomy by the Court of Appeal on March 7, while its second choice for the post, Datuk Seri Dr Wan Azizah Wan Ismail, also fell through as she did not receive the Selangor Sultan’s consent.

In spite of the circumstances which led to his appointment, Azmin last night won over the crowd with his pledge to resolve the long-standing issues plaguing the nation’s richest state.

He vowed to continue pressing the federal government into disclosing the water deal it had inked with Khalid’s administration; to defend the rights of the Christians whose Bibles had been seized in January; to promote economic growth in Selangor; and to solve the problems of uncollected garbage and roads ridden with potholes in the state.

In a style reminiscent of newly-elected Indonesian President Jokowi Widodo, the new menteri besar even gave his mobile phone number to the delighted hall and told them to contact him if their garbage remained uncollected.

“I want Petaling Jaya to be the cleanest district in Selangor. If you see any garbage that has not been collected, you text me. I’m serious about it. I will not tolerate garbage. I want it all to be cleaned up,” said Azmin.

He shrugged off comparisons to Jokowi, however, saying that he was not concerned about “style” and wished to keep his leadership simple.

“I will spend 20% of my time in office, while the other 80% will be spent on the ground to meet the people and understand their suffering.

“I have to address some of the long-standing and recurring issues. First is potholes. You can’t have a state that claims to have billions of ringgit in reserves, yet when you exit your house, boom, you fall into a pothole,” he said, drawing laughter from the crowd.

However, he conceded that he was still new and a “freshie”, and had much to learn from his peers as he set out to resolve all the problems in Selangor.

“With all humility I must accept I don’t have all the answers. But with the courage and support of the rakyat, God willing, we will do our utmost to defend the rights of all citizens in Selangor and Malaysia.

“We look at the theme (for the dinner): New chapter, New hope… our new MB,” quipped Azmin, to laughter and applause from the audience.

Last Saturday, The Economist had said that if Anwar were to lose his sodomy appeal at the Federal Court, it would give Azmin the chance to step into the limelight.

“He cut his teeth as Anwar’s private secretary during his years in government and has proven a loyal deputy. But the capable 50-year-old can readily move out from his mentor’s shadow,” the Economist had said. – November 4, 2014.

Yang Berhormat Ahli-ahli Majlis Mesyuarat Kerajaan Negeri Selangor,

Ketua-ketua Jabatan, pimpinan masyarakat, warga media seterusnya tuan-tuan dan puan-puan yang saya hormati sekalian.

Assalamualaikum Warahmatullahi Wabarakatuh dan Salam Sejahtera.

Saya amat berbesar hati kerana dapat bersama-sama para hadirin sekalian di Majlis Pelancaran Pelan Tindakan Selangorku Bebas Denggi 2014 & Majlis Perasmian Program Gotong – Royong Mega : Terjah & Musnah Aedes Negeri Selangor 2014 anjuran Jawatankuasa Tetap Kesihatan Negeri Selangor.

Majlis pada hari ini diadakan khas bagi memberi taklimat kepada pemimpin masyarakat Negeri Selangor mengenai program Mega yang akan dijalankan secara serentak di seluruh negeri Selangor pada 16 November 2014. Ini membuktikan bahawa Kerajaan Negeri Selangor amat komited untuk membanteras nyamuk aedes dan penyakit demam denggi.

Kehadiran pemimpin masyarakat Negeri Selangor yang terdiri daripada ahli majlis PBT, Tok Penghulu, dan ketua-ketua Kampung pada hari ini turut mencerminkan iltizam rakyat Negeri Selangor di dalam kes denggi ini.

Para hadirin sekalian, seperti yang kita maklum, wabak Denggi bukanlah epidemik yang baru di Negara ini. Namun, kesedaran terhadap bahayanya wabak denggi masih rendah di kalangan masyarakat tempatan.

Negeri Selangor kini menyumbang 60 peratus kes wabak denggi di Malaysia dengan jumlah kes yang tertinggi mengikut laporan status oleh Kementerian Kesihatan Malaysia. Bagi minggu ke 43 tahun 2014 ini, setakat 25 oktober lalu, kes denggi yang dilaporkan adalah 1,008 kes menjadikan jumlah kes bagi tahun ini sahaja di negeri Selangor adalah 41,570 kes dan 58 kematian.

Para hadirin sekalian, Denggi ini adalah penyakit disebabkan oleh virus denggi DENV-1, DENV-2, DENV-3 dan DENV-4; dan dalam tahun 2013 ditemui satu serotype baru iaitu DENV-5. Vektor pembawa penyakit denggi adalah nyamuk, aedes aegypti.

Untuk membiak, nyamuk ini memerlukan medium air. Oleh sebab itu, nyamuk ini akan membiak di dalam tempat-tempat takungan air terutamanya air yang tidak mengalir dan jernih. Nyamuk aedes ini hanya memerlukan 7 hari sahaja untuk melengkapkan kitaran sebagai nyamuk. Dengan musim tengkujuh yang sedang melanda negara kita sekarang, maka wujud banyak tempat takungan air yang berpotensi menjadi tempat pembiakan nyamuk aedes.

Laporan Keempat Panel Antara Kerajaan Untuk Perubahan Iklim (Intergovernmental Panel on Climate Change, IPCC) pada 2007 telah mengesahkan bahawa iklim sedang berubah dan pemanasan buatan manusia telah mempengaruhi sistem fisikal dan biologi dunia. Perubahan iklim akan menyebabkan berlakunya gangguan kepada ekosistem sedunia, tempat manusia dan haiwan bergantung dan juga menyebabkan kesan-kesan kepada sistem kesihatan antaranya, peningkatan pesakit demam denggi.

Cuaca yang panas dan kelembapan yang tinggi sepanjang tahun telah menjadikan persekitaran dan iklim Negara ini amat sesuai untuk pembiakan nyamuk Aedes. Demam denggi merupakan isu alam sekitar dan untuk mengurangkan kesannya maka amat penting diwujudkan keadaan alam sekitar yang bebas nyamuk Aedes.

Dengan peningkatan suhu ambien sebanyak 2 darjah Celsius dan perubahan kadar hujan yang tidak menentu sehingga tahun 2050, pemindahan penyakit denggi dijangka semakin meningkat

Sikap masyarakat amat penting dalam usaha memerangi denggi. Saya mahu ingatkan kepada semua rakyat Selangor bahawa kesedaran mengenai kebersihan sekeliling amat perlu dititikberatkan oleh setiap individu. Dalam negeri yang pesat membangun seperti di Selangor, aktiviti ekonomi rancak perlu diiringi tanggungjawab menjaga kebersihan. Daripada halaman rumah ke kawasan pembinaan, kepekaan terhadap kawasan yang mungkin menjadi habitat nyamuk Aedes ini perlu menjadi sebahagian daripada pengetahuan am setiap individu dalam masyarakat.

Sikap sambil lewa masyarakat yang berpendapat berpendapat bahawa kerajaan perlu menjalankan fogging dengan lebih kerap bagi mengurangkan kes demam denggi perlu berubah. Fogging bukanlah penyelesaiannya. Aktiviti fogging merupakan langkah pencegahan yang terkakhir bagi membunuh nyamuk aedes dewasa dan bukannya langkah paling utama. Selaku individu, usaha memeriksa persekitaran kediaman selama 10 minit seminggu sekali adalah perlu untuk menghapuskan tempat pembiakan nyamuk.

Oleh sebab itu, Kerajaan Negeri Selangor mengambil pendekatan untuk turun bersama ke peringkat paling asas dan bersama dengan masyarakat bagi memastikan tiada tempat atau kawasan yang boleh dijadikan tempat pembiakan nyamuk aedes ini adalah melalui kebersihan.

Penglibatan individu, komuniti dan agensi harus ditingkatkan. Kerjasama antara agensi paling penting dalam program-program kesedaran dan pembasmian ini.

Pelbagai tindakan pencegahan telah diadakan sejak 2013 yang melibatkan pihak Jabatan Kesihatan Negeri Selangor dan semua Pihak Berkuasa Tempatan Negeri Selangor. Antara fokus bagi mengatasi masalah peningkatan demam denggi adalah pemeriksaan ke tapak pembinaan, kawasan projek terbengkalai, kutipan sampah haram, pemeriksaan ke rumah-rumah dan kawasan perindustrian, semburan fogging secara berkala dan sekiranya terdapat kes denggi di kawasan tersebut, menggiatkan aktiviti promosi dan kesedaran di sekolah rendah dan menengah di Negeri Selangor.

Salah satu program yang signifikan untuk mempertingkat kesedaran masyarakat berhubung isu denggi ini adalah program SPIN CLEANING yang pernah diadakan di Gombak dengan kerjasama Majlis Perbandaran Selayang. ‘Spin Cleaning’ merupakan program khidmat masyarakat bertujuan menumpukan kepada aspek kebersihan serta menyedarkan dan membentuk masyarakat kepada kesedaran gaya hidup dipersekitaran yang bersih dan sihat turut diadakan.

Secara tidak langsung, program ini menuntut anjakan paradigma pemikiran masyarakat serta keadaan fizikal kawasan yang dijadikan sasaran program. Saya berharap konsep ini boleh diterapkan dalam setiap aktiviti kita apatah lagi sekiranya mendapat sambutan dan sokongan daripada pihak swasta melalui program – program CSR.

Selain itu, program COMBI, yang singkatannya Communication for Behavioural Impact atau Komunikasi untuk Perubahan Tingkah Laku anjuran Jabatan Kesihatan Negeri perlu terus dipergiatkan oleh masyarakat. Program ini bertujuan untuk memperkasa peranan komuniti dalam mencegah dan mengawal kejadian penyakit khususnya penyakit demam denggi dengan memberi kesedaran kepada masyarakat mengenai bahaya dan cara nyamuk Aedes ini membiak.

Melalui program ini, Ahli – Ahli Dewan Negeri dan pimpinan masyarakat harus memainkan peranan penting untuk mempertingkat partisipasi masyarakat bersama agensi – agensi terlibat untuk melaksanakan program ini demi kepentingan umum.

Pelan Tindakan Denggi Selangor 2014 yang akan dilancarkan ini adalah kesinambungan daripada pelan tindakan oleh Kementerian Kesihatan Malaysia dan agensi – agensi berkaitan termasuk Pihak Berkuasa Tempatan (PBT).

Tiga bentuk pendekatan yang diberi fokus adalah ; Kawalan dan tindakan, aktiviti kesedaran dan promosi serta pemantauan secara berterusan bagi memastikan program ini sampai kepada matlamatnya.

Oleh yang sedemikian, Program Gotong-Royong Mega: Terjah & Musnah Aedes Negeri Selangor 2014 akan diadakan pada 16 November 2014 di seluruh Negeri Selangor secara serentak bagi membersihkan kawasan awam seperti, kawasan komersial, rumah kedai, kawasan tumpuan awam dan kawasan rumah kediaman.

Kerajaan Negeri Selangor yang komited untuk melaksanakan gagasan Negeri Pembangunan atau Developmental State akan turut memastikan elemen pembangunan masyarakat khususnya pemikiran, kesedaran dan perilaku masyarakat untuk memastikan kebersihan dan kawasan persekitaran sentiasa bersih dan bebas daripada wabak penyakit.

Kita sedar, sikap kebertanggungjawaban, nilai murni dan sahsiah masyarakat perlu dibangunkan seiringan. Kita tidak mahu Negeri ini maju, aktiviti pembangunan pesat, akan tetapi mutu kesihatan rakyat kian terjejas.

Saya berharap usaha yang dilaksanakan ini mendapat sokongan dan kerjasama yang konstruktif daripada Kerajaan Pusat. Sebelum ini saya ditemui oleh doktor di Hospital Kerajaan dan Swasta yang mengadu berhubung jumlah pesakit denggi yang begitu ramai sehingga tidak mampu lagi ditampung oleh pihak hospital. Justeru Kerajaan Negeri Selangor berpendapat langkah paling penting perlu diambil semua pihak di seluruh Negara ini adalah langkah pencegahan.

Justeru menjadi tanggungjawab kita untuk memupuk kesedaran masyarakat dan menyampaikan maklumat berkaitan Program Gotong Royong Mega yang akan diadakan untuk memastikan penglibatan dan partisipasi majoriti rakyat di Negeri Selangor.

Kita juga mengalu – alukan kerjasama dan usaha konstruktif warga media selaku agen sosialisasi masyarakat untuk turut mempromosikan kesedaran berhubung pencegahan dan bahaya wabak denggi kepada rakyat.

Maka, dengan lafaz Bismillahirahmanirrahim, saya dengan menyempurnakan Pelan Tindakan Selangorku Bebas Denggi 2014 & Program Gotong – Royong Mega : dengan tema : Terjah & Musnah Aedes Negeri Selangor 2014.

Justice and moderation as Qur’anic Imperatives

Selangor, at the dinner reception in conjunction with the First International Conference on the World Forum for Muslim Democrats on 2nd November, 2014, Petaling Jaya.

The World Forum for Muslim Democrats as conceived and convened by the right honourable Dato Seri Anwar Ibrahim is indeed a landmark achievement. This conference is the first ever international conference on Islam and democracy to be held not just in the state but in Malaysia.

However, it is a sad commentary on the state of democracy and the rule of law in Malaysia that at a time when such a forum is being convened, Dato’ Seri Anwar Ibrahim is again being politically persecuted by the Malaysian authorities.

This second prosecution is part and parcel of a despicable conspiracy, to assassinate Dato’ Seri Anwar’s character and destroy his political career as a genuine democrat and as a champion for reform and justice.

It is obvious that the voices of condemnation both at home and abroad are falling on the deaf ears on the current regime – a government that is hell bent on putting Anwar Ibrahim behind bars again.

After nearly six decades of gaining Independence, it is patently and tragically clear that we have before us a criminal and judicial process that is deeply flawed.

It is flawed not because of some inherent deficiency, weakness or incompetence of the judges. It is flawed because of the abuse of the powers that be and their morbid fear of losing power. Consequently, the nation itself is on trial: sending Anwar Ibrahim to jail once again is as good as sending justice to the gallows.

This relentless persecution of Anwar Ibrahim shows that the struggle for democracy in a country like Malaysia is fraught with inherent dangers. Anwar Ibrahim’s courage and fortitude in returning to Malaysia rather than choosing the life of a political exile is a source of inspiration to all who cherish democracy, freedom and justice.

Tonight’s dinner has brought together a gathering of eminent Muslim leaders and intellectuals as well as some prominent leaders and law makers from other faiths.

This approach rightly underscores the importance of an inclusive paradigm in the discourse on democracy and Islam.

Too often, we come across initiatives that appear to address issues on a piecemeal basis without looking at them holistically or taking into account the cultural and religious diversity of the societies that we live in.

In fact this failure to look beyond one’s confines, has in many ways resulted in a culture of intolerance and bigotry. This in turn has given rise to all kinds of negative tendencies and consequences and a world view that is one-dimensional and inward looking.

The present day manifestations of this narrowed blinkered world view can be seen in the rise of extreme bigotry and many forms of extremism.

I am sure this subject will be addressed thoroughly and comprehensively in the conference. In surah al-Baqara, verse 143, Allah declares:

“And thus we have made you a just community that you will be witnesses over the people and the Messenger will be a witness over you.”

In order to appreciate the true importance of this verse, I cannot do better than to refer to the great alim and world renowned Islamic jurist Sheikh Dr Yusuf al Qardhawi. As far back as 1981, interpreting the above-quoted verse, he said:

“The Muslim umma is a nation of justice and moderation; it witnesses every deviation from the sirat al-mustaqim, that is, the straight path in this life and in the hereafter.”

“Justice and moderation” – these are indeed key concepts, that are more than ever before, crucial for the Muslim umma. With extremist groups springing up like mushrooms, the umma is being confronted with a direct challenge to their world view.

The failure to condemn these extremist and violent and destructive groups by some Muslim leaders casts a dark shadow on their true positions. In remaining silent to the atrocities committed by the likes of IS and Boko Haram, they become complicit by omission. The paramount importance of these twin imperatives – justice and moderation – is therefore lost on them.

These issues are not just pertinent as subjects of discourse at high level conferences like this but are matters which have a direct impact on the people. In Selangor, for example, the failure to appreciate and embrace these Qur’anic imperatives among groups that pride themselves as ‘Islamic’ has led to the outpouring of fanatical and extremist sentiments. These sentiments are then given wide media coverage by the mainstream media controlled by those in power.

In this regard, I must stress that such sentiments will have no place in the administration of the State of Selangor and we will do our utmost to ensure that the principles of justice and moderation will prevail at all times. I am pleased that this sentiment is shared by the newly installed Archbishop of Kuala Lumpur, Most Rev Julian Leow Beng Kim. I noted with high regard his pledge to heal and build the nation and his view that a fresh narrative for the nation “would include mutual respect, interdependence and coorperation.”

As the state of Selangor is in many ways a microcosm of Malaysia with the distribution of the various ethnic and religious groups in the community, these developments and the manner in which the authorities respond, therefore, affect the nation as a whole.

This conference of world Muslim democrats cannot be more opportune coming at such a point in history where the term ‘Islamic state’ has become a byword and even ‘Islam’ itself has taken on so much negative connotation.

Hence, it is earnestly hoped that the views articulated on matters pertaining to these labels as well as democracy and Islam will help clear the confusion and misperceptions and contribute positively towards the furtherance of justice and moderation.

Last, but not least, I would like to express my sincere appreciation to Mr. Jiro Hanyu, the chairman of the Sasakawa Peace Foundation for holding this first International Conference of the World Forum For Muslim Democrat in Selangor. It is indeed fitting for a Japanese foundation to support the efforts to bring together Muslim democrats as well as democrats of other faiths, to deliberate on the challenges at hand.

As the first non-western democracy, Japan will no doubt play a pivotal role in the dynamics of engagement with Muslim democrats economically, politically and diplomatically. Despite the difficulties and set-backs currently faced by Muslim democrats in the Arab world and the formidable challenges ahead for the umma, I believe that the march for democracy in the Muslim world will gain from strength to strength.

Saya mengharapkan penglibatan dan penyertaan secara konstruktif daripada para demokrat Islam dan bukan Islam dalam wacana ini supaya dapat membina kefahaman dan melenyapkan prasangka terhadap Islam dan peranan positifnya pada zaman sekarang. Adalah diharapkan wacana ini menjadi wahana kepada pelaksanaan tahalluf siyasi di negara ini.

Dog days look over for PKR

COMMENT PKR supporters must have felt a frisson of delight over photographs of Selangor Menteri Besar Azmin Ali clambering onto to dump trucks, peering into clogged drains, and peeking into makeshift homes of illegal residents as the newly-installed state CEO took his touch to the streets in the last few days.

To them, these are welcome days of vim and vitality after eight months of embarrassing public feuds and excruciating backroom follies that had engulfed the party’s effort to have Khalid Ibrahim replaced as MB of the state.

It seems like the arrival of springy sunlight after a long dark passage during which it often seemed that things could not get any worse; that things were rock bottom, until someone or something was heard tapping underneath.

It’s not that bad stretches don’t occur in politics; it’s when they threaten to be unending that the trapped feel the joke is on them.

Emerging from these straits, they are apt on seeing a vigorous point man blazing a trail, to react like travelers in a desert would upon discovering an unexpected oasis.

No doubt, cynics would be unimpressed at Azmin’s display of new broomism until, perhaps, apprised that in the Kuala Selangor village where Khalid was born, Azmin’s predecessor only had piped water supply installed after he was beaten by competitor Manikavasagam to the chairmanship of the division in PKR’s long drawn out internal polls that ran from late April to early August.

A leader that tardy at provisioning a hamlet where he was born is hardly the sort that could succeed at passing off as authentically PKR, as different to an Umno rethread masquerading in the tricolors of the party born in revulsion at Umno.

Off to good start

If it takes an infrastructure and drainage inspector’s mentality to be seen as a more effective MB better than Khalid, then Azmin’s off to a good start.

After all, wasn’t it a rebuke hurled at Pakatan that the credits Khalid was racking up for their brand in good governance was spoilt by the state chalking up the highest rates in dengue fever incidence.

Mounds of rubbish uncollected; drains and canals clogged; roads pot-holed badly enough to imperil the life and limb of users, were caveats flung in Pakatan’s face whenever reports appeared that the excellence of Khalid’s management of state finances were set to attain stratospheric heights.

Having breached the RM3 billion in reserves level before the onset of his troubles, it seemed that the man was a genius at conserving money for the state.

But to what end when dengue menaced the otherwise healthy, a hard bump on a wet night imperiled unwary road users, clogged drains and canals and stinking refuse heaps made it hard to keep in mind when visitors or residents were in the richest state in the country?

So pictures of Azmin, in what is now being billed as Jokowi-like acrobatics, not only pumps the adrenaline in PKR and Pakatan veins, it should also stir voters and residents of Selangor to refreshed expectations of their MB.

The new man has not committed a single misstep, though it appeared he had done so when he ordered a stop to the special aid meant for the needy elderly in his predecessor’s parliamentary seat of Bandar Tun Razak and state seat of Port Klang.

On a second look, the aid has not stopped; it has been rerouted through the PKR-appointed point man for the two constituencies, Khalid (left) having been expelled from the party. There’s nothing wrong with the rerouting.

Of course, tougher issues are up ahead, like the matter of the seized bibles, the water agreement between Putrajaya and Selangor, and the proposed tolled highways that would crisscross prime residential districts in the state.

These are matters of considerable complexity and won’t yield to easy resolution. But a more consultative MB than Khalid, and a more solicitous CEO for the concerns of the public, party (PKR) and coalition (Pakatan) ought to see Azmin in rather better stead than Khalid eventually contrived to be.

It’s hard to see how Azmin could go grievously wrong on these matters unless, of course, he becomes abruptly amnesic or blurry.

That happened to Khalid as when he seemed to have lost sight of what the public interest, as distinct to his personal interest, was matters ancillary to and concerning the Putrajaya-Selangor water agreement; and where his corporate persona had to yield to political calculations, as in issues ranging from salary increases for state assemblypersons and executive councilors to tolled highways and seized holy books.

If Khalid was often a corporate persona lost in a political thicket, like deer caught in headlights, Azmin looks to be a hardened veteran of the subterranean alleyways in which political battles are sometimes waged.

If he can avoid the skullduggery that is a constant temptation of these battles, he may find the MB-ship of Selangor a long-waited opportunity for the display of latent powers.

In that event, for PKR and Pakatan the exercise would amount to a grand retrieval from the doghouse the two were consigned to as the Selangor MB crisis raged for eight shriveling months.

Full support for Selangor MB’s clear stand on Kidex and PJ Local Plan ‎— Tony Pua

NOVEMBER 1 — We would like to express our appreciation for the newly appointed ‎Menteri Besar, Azmin Ali for taking the time to attend the “Programme Turun Padang” in Petaling Jaya yesterday.

More importantly, however, was the message he delivered to the people of Petaling Jaya as well as our senior civil servants, including the Mayor for Petaling Jaya City Council, Datin Paduka Alinah Ahmad and the Petaling District Officer‎, Dato Misri Idris.

Over the past few months, the people of Petaling Jaya have been extremely concerned with several developments which may have a severe and irreversible impact ‎on the quality of life in the city.

In particular, we have been worried about the new highway concession, Kinrara-Damansara Expressway (Kidex) being granted a carte blanche to build the highway regardless of its impact and implications.

The residents were also concerned about the draft revision of the Petaling Jaya Local Plan (RTPJ) which among other things, rezoned certain developments for higher density as well as the complete removal of existing ‎guidelines for Development Orders and Building Plans.

We are happy that the new menteri besar announced a marked shift in policy-making for the state.‎

‎While the menteri besar said that the Selangor state government is not against the construction of highways, any highway to be built must prove itself beneficial to the rakyat. As such, certain conditions must be met including:

‎a. The concessionaire must provide a traffic impact study demonstrating substantial benefit for commuters in terms of reducing traffic congestion and travel time.

‎b. There must be full transparency on the rate of return of the highway including the toll rates to be charged. This is to ensure that there will be no astronomical profits for the concessionaire and unfair burden on the users.

‎c. In line with the transparency and accountability practice of the state government, Azmin Ali also demanded that the concession agreement must be fully disclosed to the public.

Therefore any concessionaire must meet the above conditions before the state grants its approval for the project to proceed.‎

With regards to the revised RTPJ, Azmin reiterated that the Pakatan Rakyat Selangor government believes in transparency and good governance when deciding on the new local plan for Petaling Jaya.

As such he announced that the Mayor and the local councillors appointed by the state government, together with the people’s elected representatives must sit down together and agree on the new draft plan in line with the aspirations of the people of Petaling Jaya. This is in the spirit of democratic practices respecting the rights and wishes of the people, a fundamental principle upheld by Pakatan Rakyat

He emphasised that only when this agreement is achieved, the new draft, with any necessary revisions, shall be presented to the State for consideration and approval.

We welcome and fully support the above announcements by the new Menteri Besar. The position taken represents a marked shift in policy-making from the previous administration’s top-down “take it or leave it” approach. ‎It shows that the Pakatan Rakyat Government is inclusive in its decision-making processes and prioritises the interest and welfare of the people as opposed to vested interest parties.

In a gist, Azmin Ali has expanded beyond the state government’s “Merakyatkan Ekonomi Selangor” programmes to “Merakyatkan Kerajaan Negeri Selangor.” These important initial positions taken by the new Menteri Besar certainly augurs well for the future and goes a long way towards regaining the confidence and support of the people.
