1. Kementerian Hal Ehwal Ekonomi (MEA) telah bekerjasama rapat dengan Lembaga Kemajuan Tanah Persekutuan (FELDA) dalam menyediakan satu Kertas Putih bagi mendapatkan gambaran yang mendalam tentang kemelut yang menyelubungi FELDA. Gambaran yang jelas akan dapat membantu MEA dan pengurusan baharu FELDA dalam merangka pelan pemulihan dan hala tuju FELDA yang lestari dan mampan.

2. MEA komited untuk membentangkan Kertas Putih yang komprehensif dan berkredibiliti. MEA telah bertungkus-lumus menyediakan Kertas Putih tersebut dan ianya di peringkat terakhir penyediaan bagi pembentangan di Parlimen yang dijadualkan pada 10 Disember 2018.

3. Walau bagaimanapun, MEA telah dinasihatkan oleh Jabatan Peguam Negara (Attorney General’s Chambers – AGC) untuk mempertimbangkan semula cadangan pembentangan Kertas Putih pada 10 Disember 2018. Ini kerana AGC berpendapat beberapa isu perundangan perlu diselesaikan sebelum Kertas Putih tersebut boleh dibentangkan di Parlimen.

4. MEA mengambil berat pandangan daripada AGC dan telah mengambil keputusan untuk mendapatkan pandangan Jemaah Menteri.

5. Demi memastikan keutuhan Kertas Putih FELDA, Jemaah Menteri telah bersetuju agar pembentangan Kertas Putih ini ditangguhkan ke sidang Parlimen Mesyuarat Pertama, Penggal Kedua, Parlimen Keempat Belas (tahun 2019).

Felda White PAPER

1. The Ministry of Economic Affairs (MEA) has worked closely with the Federal Land Development Authority (FELDA) in preparing a White Paper to get an in-depth picture of the crisis surrounding FELDA. A clear picture will help MEA and the new management of FELDA frame a sustainable way forward for the recovery of FELDA.

2. MEA is committed to table a comprehensive and credible White Paper. MEA has been tirelessly preparing the White Paper and the document was in the final stages of preparation prior to its scheduled tabling to Parliament on 10 December 2018.

3. However, MEA has been advised by the Attorney General’s Chambers (AGC) to reconsider the proposed tabling of the White Paper on 10 December 2018. AGC is of the view that certain legal issues need to be resolved before the White Paper can be tabled in Parliament.

4. MEA takes the views of the AGC seriously and decided to seek the opinion of Cabinet.

5. In order to ensure the integrity of the FELDA White Paper, the Cabinet has agreed that the tabling of the White Paper should be postponed to the First Meeting of the Second Session of the Fourteenth Parliament (2019).
